JOHANNESBURG – Finance Minister Tito Mboweni announced in his 2020 Budget that there would be a renewed focus on illicit and criminal activity, including noncompliance by some religious public benefit organisations.

Estimates of the size of the illicit trade in cigarettes, alcohol and illegally imported clothing run into billions of rands of lost government revenue in excise duties and taxes, while hundreds of thousands of local jobs are also lost, according to research by Business Leadership South
